Crossing the road should be easy
January 4th, 2012

Crossing a road should be easy, but for many people, that’s not always the case.
In many places, especially at road junctions, the kerbs are lowered to create a ramp so that pedestrians, the disabled and people using wheelchairs, prams or pushchairs can cross the road without having to negotiate an awkward step.
However, if a car is parked in front of the dropped kerbs then the benefit is lost and everybody has to cross the road somewhere else.
The Highway Code says that cars must not be parked where the kerb has been lowered. And now the law has been changed. The Traffic Management Act 2004 has given councils powers to issue Penalty Charge Notices (PCNs) to vehicles that are parked in front of dropped kerbs.
So from 1 February we’ll start issuing (PCNs) to vehicles parked partly or completely in front of a dropped kerb. The rules apply to everyone – including ‘blue badge’ holders. So if you want to avoid a £70 charge, don’t park in front of a dropped kerb.
Please note that this applies to dropped kerbs provided for pedestrians but not to dropped kerbs in front of private drives. These are excluded because many residents prefer to keep the option to park across their own drives. This is acceptable where there are no parking restrictions, providing it does not cause an obstruction to passing traffic or pedestrians.
There are a number of exceptions to this policy, details of which can be found in Section 86 of the Traffic Management Act 2004.

“I regard this as an enormous honour, particularly granted as it is, at the start of Her Majesty`s Diamond Jubilee Year. It is, though, an honour that belongs to my wife, Suzy, who has worked alongside me and supported me throughout every day that I have been a Member of Parliament and who, together with three long-suffering and wonderful children, continues to do so.

Film Director Ken Russell dies at the age of 84
November 28th, 2011

British Film Director, Ken Russell passed away yesterday at the age of 84..
Ken Russell's first cinema film French Dressing was made in Herne Bay in 1963. The film was dismissed by everyone including Ken, but it is a minor classic. It is an innocent British story about a deck-chair attendant who arranges for a famous French film star to open the local film festival. But actually the plot is an excuse for a series of sketches centred around the hero and heroine, with a rite of passage for both before they realise their love is more powerful than their ambitions.

Ken returned to Herne Bay in 2008, for a special screening of French Dressing at the Herne Bay Festival.
